Title: Post-closure Safety Concept proposed for the Saligny Near Surface Repository

Abstract: The management of the low level radioactive waste generated by the nuclear facilities is an issue developed in the last period also in Romania, mainly regarding the waste generated from operating and future decommissioning of Cernavoda Power Plant. Therefore, a new near surface repository was proposed, for disposal of the low and intermediate short-lived active wastes resulted from Cernavoda NPP.
According to national and international regulations, safety assessment represents a strong request in the regulations for radioactive waste management, including disposal. The safety evaluation of a disposal facility is a step by step process, developed in the early stages of a repository sitting. Recently, it was recognized that, in order to build the confidence in the overall safety of a repository, it is not enough to develop only a safety analysis, but an overall approach regarding the repository safety, in other words a safety concept.
The paper presents the proposed safety concept for Saligny Near Surface Repository, with the purpose to integrate in the same picture the considerations, factors, arguments and evaluation methods used to demonstrate the safe evolution of the repository during its lifetime. The paper is focused on the long term safety assessment of the Saligny Near Surface Repository, mainly because it is recognized that for a repository the radiological impact could became important in the post closure period of the facility.
At the same time, the basic elements of safety concept regarding the Saligny Repository such as the applicable regulations, principles and constraints, safety indicators, applicable safety functions, time periods of interest, etc. are described. Together with a preliminary disposal concept initiated under the National Agency for Radioactive Waste coordination, the paper exposes also a long term safety evaluation, as support of the developing process of the safety concept specific for the new proposed repository.
