Abstract: The sensitivity of neutrons skin and dipole polarizability to the density dependence of symmetry energy is analyzed within microscopic transport model. For all studied systems we identify a collective component in dipolar response, well below Giant Dipole Resonance region. Based on these results a parameterization with mass for the energy centroid of collective part of Pygmy Dipole Resonance is deduced which can be useful for further experiments searching for this, quite elusive, mode. We estimate the energy weighted sum-rule exhausted by pygmy resonance and a clear correlation with the neutron skin size results. We conclude that systematic experimental investigations of pygmy dipole features may provide realistic constraints on the neutron skin properties and on the symmetry energy behavior below saturation.
